A panel-type underlay shall be provided under resilient flooring, parquet flooring, ceramic tile, felted-synthetic-fibre floor coverings or carpeting laid over lumber subflooring.

Panel-type underlay shall be provided under resilient flooring, parquet flooring, felted-synthetic-fibre floor coverings or carpeting on panel-type subflooring whose edges are unsupported.
